Dr. Watson, Sherlock Holmes' friend, was often introduced as "late of the Afghan service." (This was at a time--hard to believe, I know--when the Western powers thought they could just go in, guns blazing, and straighten out the Middle East.) So perhaps Horton (or "Horton") is aware of some lucrative offer about to be made to Goose or Moose to lure the family away from the University of Maryland.
